"Between Representation and Competence: A Critical Reading of the Crisis in the Municipal and Village Council Electoral System"

The article examines the relationship between representation and competence within the electoral system of municipal and village councils in Palestine through an analytical reading based on the findings of a public opinion poll conducted by the Palestinian Center for Public Opinion (PCPO) in 2026 on a sample of 412 respondents. The article argues that although the current electoral system has contributed to expanding political and social participation, it also faces structural challenges related to the mechanism of partial voting within electoral lists, which has led to internal competition and informal alliances that may undermine competence and institutional effectiveness within local councils. The article further discusses the implications of these structural imbalances on public trust, the effectiveness of elected councils, and the participation of professional and academic talents in local elections, while presenting a number of reform recommendations aimed at achieving a better balance between democratic representation and administrative competence.
يتناول هذا المقال إشكالية العلاقة بين التمثيل والكفاءة في نظام انتخابات المجالس البلدية والقروية في فلسطين، من خلال قراءة تحليلية تستند إلى نتائج استطلاع رأي أجراه المركز الفلسطيني لاستطلاعات الرأي العام (PCPO) عام 2026 على عينة بلغت (412) مستجيبًا. ويُظهر المقال أن النظام الانتخابي الحالي، رغم مساهمته في توسيع المشاركة السياسية والاجتماعية، يواجه تحديات بنيوية تتعلق بآلية التصويت الجزئي داخل القوائم، وما ينتج عنها من تنافس داخلي وتحالفات غير معلنة قد تؤثر على معيار الكفاءة وجودة الأداء المؤسسي للمجالس المحلية. كما يناقش المقال انعكاسات هذه الاختلالات على مستوى الثقة المجتمعية وفعالية المجالس المنتخبة ومشاركة الكفاءات المهنية في الانتخابات المحلية، مع تقديم مجموعة من المقترحات الإصلاحية التي تهدف إلى تحقيق توازن أفضل بين التمثيل الديمقراطي والكفاءة الإدارية.
